ＥＵの政策文書等の分析を通じて、ＥＵにおける ジェンダー平等の政策コンテクストが、９０年代後半以降、「道具的アプローチ」、つまり、女性の労働市場参加とadult citizen worker model family促進を含めた雇用政策のための道具として、ジェンダー平等が用いられるようになっていることを指摘する論文。
たとえば、EUのワーク・ライフ・バランス政策の展開において、９０年代後半以降、そのフレーミングは変化した。特に９８年以降、それはEuropean employment strategyに関するガイドラインに統合され、その結果、第一に、男性の行動を変えることでジェンダー平等を促進するという目標はますます後景に退き、第二に、政策のフォーカスがチャイルドケアサービスの供給に実質的に狭められた。後者は、女性の労働市場参加を促進するものであって、「ケアのための時間」を提供するための方策ではない。女性の労働市場参加を増加させたいという欲望は、落ちこぼれ加盟国への強力な刺激となったが、しかし、ジェンダー平等の促進とは必ずしも関係はなかった。（p. 429)。
